New tests have revealed that Windows XP with the beta Service Pack 3 has twice the performance of Vista, even with its long-awaited Service Pack 1.
Vista's first service pack, to be released early next year, is intended to boost the operating system's performance. However, when Vista with the Service Pack 1 (SP1) beta was put through benchmark testing by researchers at Florida-based software development company Devil Mountain Software, the improvement was not overwhelming, leaving the latest Windows iteration outshined by its predecessor.
A year after its launch, only 13 percent of businesses have adopted Vista, according to a survey of IT professionals.
Microsoft admits that the launch has not gone as well as the company would have liked. "Frankly, the world wasn't 100 percent ready for Windows Vista," corporate vice president Mike Sievert said in a recent interview at Microsoft's partner conference in Denver.
While Microsoft is still pushing Vista hard, the company is quietly allowing PC makers to offer a "downgrade" option to buyers that get machines with the new operating system but want to switch to Windows XP.
The program applies only to Windows Vista Business and Ultimate versions, and it is up to PC makers to decide how, if at all, they want to make XP available. Fujitsu has been among the most aggressive, starting last month to include an XP disc in the box with its laptops and tablets.
"That's going to help out small- and medium-size businesses," Fujitsu marketing manager Brandon Farris told CNET News.com.
Hewlett-Packard also started a program in August for many of its business models. "For business desktops, workstations and select business notebooks and tablet PCs, customers can configure their systems to include the XP Pro restore disc for little or no charge," HP spokeswoman Tiffany Smith said in an e-mail. She said it was too soon to gauge how high customer interest has been. "Since we've only been offering (it) for about a month, we don't really have anything to share on demand."
A Microsoft representative confirmed there were changes made over the summer to make it easier for customers to downgrade to XP. Under Microsoft's licensing terms for Vista, buyers of Vista Business and Vista Ultimate Edition have always had the right to downgrade to XP, but in practice this could be challenging. In June, Microsoft changed its practices to allow computer makers that sell pre-activated Vista machines to order Windows XP discs that could be included inside the box with PCs, or shipped to customers without requiring additional activation. Microsoft noted in a statement that neither it nor the PC makers are "obligated to supply earlier versions to end users under the end user licensing terms."
While there is always resistance by some to move to a new operating system, there appears to be particularly strong demand, especially from businesses, to stick with XP.
One of the challenges, for both businesses and consumers are Vista's hefty graphics and memory needs.
Lenovo, for its part, has details for its downgrade program on its IBM ThinkPad Web site.
Dell spokeswoman Anne Camden said Dell has been offering businesses that have a Premier Page set up the option to order systems with XP, Vista or Vista with XP downgrade rights. There is no extra charge for the downgrade rights.
"We've been offering it and we're still offering it," she said.
HP, Gateway and others also still sell machines with XP on them, nearly a year after Microsoft first started offering Vista to businesses. Vista went on sale broadly to consumers in January, at which point XP largely disappeared from retail shelves.
However, demand for XP has remained. In April, Dell brought XP back as an option even on consumer PCs.
There is an issue, though, over how long PC makers can keep selling machines with Windows XP as the preloaded operating system. Microsoft is requiring large PC makers to stop selling XP-based systems as of January 31, though some PC makers would like to sell XP machines for longer.
"We're all lobbying for it," Farris said.
Dell is bringing XP back.
Amid significant customer demand, the computer maker said on Thursday that it has returned to offering the older Windows version as an option on some of its consumer PCs.
Like most computer makers, Dell switched nearly entirely to Vista-based systems following Microsoft's mainstream launch of the operating system in January. However, the company said its customers have been asking for XP as part of its IdeaStorm project, which asks customers to help the company come up with product ideas.
"We heard you loud and clear on bringing the Windows XP option back to our Dell consumer PC offerings," Dell said on its Ideas in Action page. Users get to vote on various suggestions, and the notion of bringing back XP got 10,000 "points," making it among the most popular requests but well below top picks such as adding Linux or OpenOffice.org to its PCs.
Windows XP systems became scarce, but not impossible to find, after Vista arrived. For example, Hewlett-Packard said it would continue selling XP on some machines aimed at small and midsize businesses, while CompUSA still stocks a couple of business-oriented XP systems in its retail stores. Lenovo has also continued shipping XP on many of its business systems.
Starting immediately, Dell said, it is adding XP Home and Professional as options on four Inspiron laptop models and two Dimension desktops.
Earlier this month, Dell added XP back as an option for small-business customers, but at the time, it said it would not add it back for home users.
"Dell does not have plans to launch Windows XP for home users as the preference, and demand is for the 'latest and greatest' technology, which includes Windows Vista," Tom West, director of small-business marketing at Dell, said in a blog posting at the time.
Analysts say Dell's move is not a good sign for Windows Vista.
"That there is remaining demand from some segment of (the) consumer market points to the inability of Vista to resonate with consumers," IDC analyst Richard Shim said.
There was an initial bump for Vista sales right after its launch, Shim said, but some of that may have been from consumers who delayed purchasing a PC late last year. Sales in the later part of the first quarter were less strong, he said. The overall response to Vista will become clearer throughout the year, he said.
Current Analysis research director Samir Bhavnani said most of the demand for XP he sees is from small businesses, rather than consumers.
"They know that XP works," Bhavnani said. "It's not that they don't want to upgrade to Vista. They just don't want to upgrade to Vista yet."
In a sense, the issue isn't the relatively small number of PC buyers demanding XP, but it's whether Vista is having any effect on the PC market as a whole.
In announcing PC sales data, Gartner said this week that Vista's launch "had very limited impact on overall worldwide shipment demand on a quarterly basis."
Bhavnani blamed some of the lackluster results on a lack of marketing, noting he sees more ads for Apple than for Vista.
"It's been a very soft launch," Bhavnani said. "I think you will see Vista create additional demand for PCs in the back half of this year."
Microsoft product manager Michael Burk said in a statement: "Dell is responding appropriately to a small minority of customers that had this specific request. But, as they have said before, the vast majority of consumers want the latest and greatest technology, and that includes Windows Vista."
